74 APPLICATIONS FOR PLANNING PERMISSION FOR DETERMINATION BY THE COMMITTEE (Report 10) - ITEM 1 FRESHFORD MILL, ROSEMARY LANE, FRESHFORD (BATHAVON SOUTH).

The Committee considered:

Report 10 by the Head of Planning Services on various planning applications

Oral statements by members of the public, the Speakers List being attached as Appendix 1 to these Minutes

Item 1 Freshford Mill, Rosemary Lane, Freshford, Bathavon South - The Officers gave a presentation about this site and explained the reasons for their recommendation to authorise the Head of Planning Services to Permit, subject to the First Secretary of State not wishing to determine the application, the change of use together with alterations to provide 21 no. residential units, provision of improved access, landscaping, parking and associated demolition.

    Some Members of the Committee were concerned that, if this application is to be approved, it would increase the traffic in Rosemary Lane.

    Following the debate between Members of the Committee, it was moved by Councillor Vic Pritchard, seconded by Councillor Bryan Organ, to support the Officers' recommendation as set out in the Main and Update Reports. Voting: 5 in favour and 3 against with 2 abstentions. Motion carried.

    (Note: Prior to this decision, it was moved by Councillor Gitte Dawson and seconded by Councillor Carol Paradise to overturn the Officers' recommendation to permit and instead refuse this application. Voting: 5 in favour and 5 against. Motion not carried).
