The letter from the Government Office of the South West does not explain why the First Secretary of State, who was at that time John Prescott, decided to change their earlier decision. The decision may have been in fact, made after John Prescott was removed from that particular responsibility. Neither is there a response to the concern that was raised about the unexplained error in DEFRA's flood map.
